Let us assume that APC has failed in just 3 years(note that exam is still on) and PDP a decided 16 year failure.
However aggregate failure does not preclude the fact that both PDP and APC must have passed in many areas…

So what then is the big deal about the noise of APC failure?
For me, I had rather allow a 3 year APC failure,another chance to succeed than a PDP come back.
Those dreaming beyond these two parties,at the national level, for 2019 that is just months away,must be living in fools paradise.
