A letter showing the terms of agreement indicated the categories of the increment as follow:

The letter was signed by the head of service, the permanent secretary in charge of establishment and another one in charge of salary and wages on the side of the government.
The organised labour also had the state chairman, joint negotiation committee, the shecretary as well as the state treasurer as signatories to the letter of agreement.
