The joint open briefing will be conducted by the Security Council Committee established pursuant to resolution 1373 (2001) concerning counter-terrorism and the 1267/1989/2253 ISIL (Da’esh) and Al-Qaida Sanctions Committee with Member States and the Financial Action Task Force (FATF).

The joint briefing will enable the two Committees, Member States, and relevant international and regional organizations to discuss new and emerging terrorism-financing trends and challenges to information-sharing at the national, international and regional levels, including with the private sector; and to highlight initiatives to help States enhance their information-sharing and thereby strengthen global efforts to prevent and counter terrorism financing.

The briefing will consist of keynote addresses by the two Committee Chairs and the President of the FATF, as well as three substantive sessions, arranged in a “presentation and discussion” format to encourage interactive discussion. The participants will initially consider (i) methods used by terrorists to raise and channel funds; (ii) new and emerging terrorism-financing trends and challenges in the context of information-sharing at the national, international and regional levels, including with the private sector; and (iii) initiatives to help States enhance their information-sharing to strengthen global efforts to prevent and counter terrorism financing.

The joint briefing will be open to Member States, United Nations entities, intergovernmental organizations, specialized agencies, and NGOs in consultative status with ECOSOC. It will be held at United Nations Headquarters, New York, on 14 April 2016 at 11:00 a.m. in Conference Room 2.
