The Executive Governor of Ekiti State, Dr. Kayode Fayemi has thrown an unexpected bomb which sounds more than a rocket to the Ekiti State University (EKSU) in Ado Ekiti and the Broadcasting Service of Ekiti State (BSES) to unravel and investigate its current condition and status and thereafter, make appropriate suggestions and recommendations to the State Government on how to improve the Organizations for more efficiency and better Service delivery.
This decision was contained in a press release signed by the Chief Press Secretary to the Governor, Mr. Yinka Oyebode and circulated to the Media Organisations in the State on Monday.
According to Mr. Yinka Oyebode, who said: “the Executive Governor of Ekiti State, Dr. Kayode Fayemi through an Executive Order 003 derived from the Ekiti State University Law 2011 has signed and constituted an 11-man Visitation Panel of Inquiry into the Ekiti State University in Ado Ekiti to enable the new Government have an adequate knowledge about what has transpired in the State – owned University in the four years of Ayodele Fayose’s administration in the State between October 16th, 2014 – October 16th, 2018 to be precise”.
“By Constitution, the Ekiti State University Ado- Ekiti Law 2011 has conferred on the Governor of Ekiti State the position of a Visitor to the University. The Law also provides that the Visitor shall undertake a visitation to the University in person or by proxy caused a Visitation Panel to be set – up once every five years on his behalf”.
Professor Bode Asubiojo is expected to serve as the Chairman of the Visitation Panel while Mr. Jide Akinleye will be the Secretary. Other members in the Visitation Panel to the Ekiti State University in Ado Ekiti are to include Mr. Ayo Ogunruku, Professor Rufus Taiwo Akinyele, Professor Femi Akinwumi, Dr. Femi Orebe, Dr. Hakeem Bakare, Dr. (Mrs) Modupe Ajayi, Engr. Akinwale Ayodeji, Professor Chiedu Mafiana and Barrister Biodun Fasakin.
The Visitation Panel as part of its duties will help to Inquire into the level of the implementation of the White Paper on the last Visitation Panel Report in 2007; evaluate the leadership quality of the University in terms of the roles of the Governing Council, the Vice-Chancellor and other Principal Officers; to examine the financial management of the University including the Statutory Allocations and the Internally Generated Revenue (IGR) over the recommended period and determine whether it was in compliance with the appropriate regulations, statutes, acts and laws of the University; investigate the application of funds, particularly special grants, loans meant for specific projects in order to determine the status of such projects and their relevance for further funding; to determine the adequacy or otherwise of staff and examine the quality of its staff development programmes; examine the βLawβ establishing the University including the relationship between the various internal organs, units and offices (such as the Registry, Bursary, Works & Services, Health Services, Departments/Faculties/Colleges, etc.); and indicate the ways that the law has been observed by the competent authorities and suggest any modifications to the law considered necessary or desirable to enable the University to better achieve its objectives. The Visitation Panel therefore has till 10th of December, 2018 to submit its reports, findings and recommendations to the Governor of the State, Dr. Kayode Fayemi.
Similarly, a Fact Finding Committee has also been constituted to investigate the reasons behind the sudden closure of the Broadcasting Service of Ekiti State (BSES) by the Nigerian Broadcasting Commission (NBC) and make findings about its current condition and appropriate suggestions and recommendations to the Governor of the State. The Fact Finding Committee was constituted based on the Executive Order 002 by Executive Governor of Ekiti State, Dr. Kayode Fayemi which officially signed on Friday, October 26th, 2018.
The Fact Finding Committee into the Broadcasting Service of Ekiti State (BSES) are composed of the following: Mr. Segun Omolayo as the Chairman of the Committee, Chief Biodun Akin Fasae, Mrs. Sola Salako β Ajulo, Mr. Gbenga Ogunremi, Mrs. Ronke Samo, Mr. Gbenga Aruleba, Mr. Steve Alabi, Mr. Sam Oluwalana, Mr. Tayo Ayegbusi and Alhaji Ibrahim Ganiyu to serve as the Secretary.
The Fact Finding Committee details of work are expected to examine the adherence of BSES to the Broadcasting Code of the Nigerian Broadcasting Commission (NBC) including the circumstances that led to the suspension of its license; to examine the financial management of the BSES including Statutory Allocations and advise on its sustainability and to determine the adequacy or otherwise of staff and examine the quality of its staff development programmes. The Committee is expected to submit its report to the Governor of Ekiti State not later than the 10th of December, 2018.
