The Independent National Electoral Commission (INEC), on Thursday, presented a Certificate of Return to the Governor-Elect of Bayelsa State, Chief David Lyon.
Lyon of the All Progressives Congress (APC) had defeated the candidate of the Peoples Democratic Party (PDP), Senator Douye Diri, to win a November 16 election.
